TL;DR: All of the settings in both my BIOS and the Intel Tuning Utility will show that my clock speed is manually set at 4.8GHz after a reset, but my CPU Now to Sort out those issues lol... I will also mention that you would need to have an exceptionally good chip to achieve those speeds at that voltage.
