Not to backtrack, last time right before this happened my CD Rom & DVD-RW drives stopped working. I had also my computer not giving any sign of post or booting even though the fans, power supply etc were running. Using your parts on a different build and find which is causing all your problems. Probably wrong version of PCI spec. I will try eraser trick .I suspect since I hadnot unplugged VGA monitor cable that caused the static electricity as using pc100 (128MB) still wount boot. Card probably needs PCI version 2.0 or higher (2.2) board may only be version 1.
