Once I took it out I could install windows just fine, then install the drivers, then put the card back in. I had the exact same problem, with the exact same PSU :P! I doubt that wrong BIOS settings could cause that. Just do one thing take your pc to the shop where you took the graphic card and ask them to run any any card on your slot. all i can assume is that the GPU is not getting enough power, it's trying toboot but as it begins to ramp up, it drops off again re-setting it's self. I just got rid of the Dell bought a non proprietary motherboard and casing and bam everything works fine.
